Rule 64
Adjustment of promotion by evaluation of performance and experience
-
(1) In accordance with subsection (1) of Section 17 of the Act, when adjusting the promotion based on the evaluation of performance and experience, among the employees who have been promoted according to Section 35 of the Act, the promotion committee according to Section 27 of the Act shall adjust the most senior employees on the following basis:-
(a) On the basis of the date of application of seniority to the post in the category currently held,
(b) If there is no separation of seniority according to Clause (a), on the basis of the date of appointment or promotion to a position below that,
(c) If the seniority is not separated even from the basis mentioned in clauses (a) and (b), based on the merit order of the recommendation of the Public Service Commission or the promotion committee for the position one grade below the currently held rank. But if the recommendation is received from the Public Service Commission on the same date of the open competition and the promotion competition, the seniority of the employee recommended from the open competition will be maintained.
(2) When adjusting according to sub-rule (1), in the case of an employee working in a typist position, he will be considered eligible for adjustment in the post reserved for the same service group for which he has received training for non-technical training.
